Cloud doesn't remember the Nibelheim reactor clearly enough to recall whether there was evidence there to support any of that loss of agency Sephiroth claims, or even to recall what he saw regarding Jenova with any clarity. What he's telling Kuja is simply parroting back what Sephiroth told him here.

There's one thing he knows for sure, though: "He's not better than anyone. He's a monster."
