It’s not explicitly an order. Zechs might have resisted if it was - if only to see what Sephiroth would do if he had. But that tone was unmistakable. Perhaps the other man might understand, having been in strict command of others so long, the relief in letting that control go. Or perhaps it’s something he’s yet to discover.
