'Almost but not quite' feels so unnecessary, really. Cloud is already so close, and they both seem to want him even closer; the solution seems obvious. Sephiroth's hand on Cloud's waist moves behind him, easily encouraging him into a more favorable position on his lap.
Sephiroth's feeling that heat as well - a slow, warm build, not unlike their kiss. Which he breaks, for a moment, but without drawing back much at all; his breath is warm against Cloud's lips, taking him in from beneath surprisingly long eyelashes. (He's always been far too attractive - inhumanly so, like all the rest of him.)
"Cloud." His voice is low, with a touch of heat. It doesn't seem to be any kind of inquiry, or lead-in to something else; it's as if he's saying the man's name just to taste it on his tongue.
